This was a consultancy to work with the management of the Trinidad and Tobago Accreditation Service for Conformity Assessment (TTASCA) to understand the need, specialties and resources of laboratories in TT. It culminated in the development of a CRM aimed at strengthening the relationship between TTASCA and key stakeholders.

CONSULTANCY SERVICES FOR THE JAMAICA TRADE MISSION SERVICES

The objective of the Mission was to provide professional support and to arrange business-to-business (B2B) meetings for Trinidad and Tobago’s exporters of services with potential buyers from Jamaica.

CONSULTANCY TO UNDERTAKE JAMPRO’S CLIENT SATISFACTION SURVEY AND STAFF SATISFACTION SURVEY

This project involved conducting surveys of external customers as well as internal customers of JAMPRO on an annual basis over a 3-year period to determine their level of satisfaction with the products and services offered by JAMPRO as well as the conditions offered to staff.

CONSULTANCY TO CONDUCT A MARKET NEEDS ANALYSIS (MNA) FOR THE UNIVERSITY OF TECHNOLOGY JA.

This involved conducting primary and secondary research involving representative samples of key UTech Stakeholder groups including: employers of UTech graduates, past students, prospective students, and focus groups and individual interviews with the current administration in order to develop the market positioning of UTech.

INSTITUTIONAL STRENGTHENING - ORGANISATIONAL SUPPORT CONSULTANCY

The overall objective of the Consultancy is to conduct a comprehensive organisational assessment of the ID and provide practical recommendations to facilitate the reorganisation and strengthening of the Department, ensuring that the operations, structure and staffing competencies are aligned with and complement the new digital environment being adopted. 

CONSULTANCY FOR THE DEVELOPMENT OF ONLINE LEARNING THROUGH AN ELECTRONIC PLATFORM FOR STATISTICAL TRAINING AND RESEARCH ( e-CISTAR)

The project aimed to build on the support previously provided under the Ninth and Tenth EDF by developing/upgrading and populating the e-learning platform to facilitate and sustain statistical capacity-building, leading to the sustainable production of statistics in the Region.

CONSULTANCY TO DEVELOP AND IMPLEMENT CHANGE MANAGEMENT PLAN INCLUSIVE OF BRANDING FOR THE TRANSITION OF TTLABS TO TTASCA

This was a consultancy to work with the management of the Trinidad and Tobago Accreditation Service for Conformity Assessment (TTASCA) to: develop and establish a new brand image; assist with the development of the mission, vision and core values of TTASCA. develop the change management plan to mitigate potential risks to the image of the accreditation body and its clients as a result of the transition process and develop promotional material to be used to educate about the transition and inform the public about the benefits for Trinidad and Tobago and TTLABS accredited laboratories.

IN-MARKET OPPORTUNITY STUDY: NON-FOOD MANUFACTURED PRODUCTS

The objectives of the consultancy was to present existing and potential manufacturers/exporters of these non-food manufacturing products with market intelligence highlighting the opportunities in the select markets for trade of Jamaican non-food manufactured goods.

CONSULTANCY FOR THE REVIEW OF BORDER MANAGEMENT SYSTEMS FUNCTIONALITIES AND THE DEVELOPMENT OF PROPOSALS FOR ESTABLISHING A BORDER MANAGEMENT SYSTEM INTEGRATION PLATFORM FOR OECS PROTOCOL MEMBER STATES.

The overall objective (Impact) is to catalyse inclusive and sustainable development through the consolidation and deepening of the OECS Economic Union expressed through fuller economic integration, regulatory convergence, policy, harmonisation and the building of resilience and economic competitiveness through innovation.

CONSULTING FIRM TO DEVELOP A QUALITY ASSURANCE MECHANISM FOR SKILLS DEVELOPMENT FOR GLOBAL SERVICES SECTOR PROJECT

The main objective of the GSS Project was to promote the growth of Jamaica’s Global Services Sector (GSS) particularly in higher value-added segments. Specifically, it accomplished the following: (i) provided the sector with portals to facilitate the development and selection of better skilled workers; and (ii) supported an increase Jamaica’s institutional capacity to attract Foreign Direct Investment (FDI) and increase its exports.

CONSULTANCY FIRM TO UNDERTAKE NEEDS, VULNERABILITY AND SMART HEALTHCARE SYSTEMS ASSESSMENTS FOR TRINIDAD AND TOBAGO.

The consultancy sought to build the resilience of the health sector to cope with increased incidence and intensity of climate induced disaster/extreme events and associated risks. As such this consultancy identified gaps in the current health system to strengthen climate change surveillance; build capacity among healthcare workforce to improve surveillance; identify health sector vulnerabilities; and identify feasibility and gaps in advancing the establishment of climate smart healthcare facilities.

REGIONAL SWEET POTATO INDUSTRY VALUE CHAIN ENHANCEMENT AND TECHNOLOGY TRANSFER.

Project to conduct a value chain analysis (including market assessment) as well as the development of business cases in selected Borrowing Member Countries (BMCs), with the view of strengthening the regional value chain, improving market linkages and facilitating investment in the sweet potato industry.

QUALITY ASSURANCE PROGRAMME FOR OECS MICRO SMALL AND MEDIUM SIZED ENTERPRISES (MSMES)

The overall objective of the project of which this contract will be a part is as follows: to catalyse inclusive and sustainable development through the consolidation and deepening of the OECS Economic Union expressed through fuller economic integration, regulatory convergence, policy harmonisation and the building of resilience and economic competitiveness through innovation.

Consultancy undertaken to: 1)assess the technologies that are being used to support learning programmes for the Jamaica Constabulary Force (JCF), 2) assess the landscape of current learning and learning support technologies available. 3) recommend the learning technologies to be used to support current and future learning programmes and initiatives, including: (i) learning progress, (ii) measurement of achievement and (iii) delivery of content and practice. 4) develop roadmap to show the proposed roll out of the technologies to be used during the project and those to follow.

TRAINING TECHNOLOGY SPECIALIST CONSULTANT

Consultancy to assess the feasibility of constructing a new Warehouse in Western Jamaica versus utilizing a Public Private Partnership, where suppliers carry out the warehousing and distribution of pharmaceuticals and medical sundries directly to health facilities across the island. The consultant will also evaluate which option will better accomplish NHF’s goal of improving accessibility of medication in Western Jamaica and reducing haulage fees.

CONSULTANCY SERVICES FOR FEASIBILITY STUDY OF NHF WAREHOUSE EXPANSION VERSUS PUBLIC PRIVATE PARTNERSHIP FOR THE WAREHOUSING OF PHARMACEUTICALS

1) Determine an option as to the best institutional arrangement for the DCS which would enable improvements in its effectiveness and ability to be compliant with international standards. 2) Determine through broad-based consultations and desk review of previous studies done and international best practice, the available options that would be fit for purpose with the intent of improving recidivism and reducing the incidence of repeat offenders. 3)Undertake cost benefit analysis of preferred options to inform recommendation.

CONSULTANCY SERVICE TO UNDERTAKE A PRIOR OPTIONS REVIEW FOR THE DEPARTMENT OF CORRECTIONAL SERVICES, MINISTRY OF NATIONAL SECURITY (JAMAICA)

The objective of this consultancy is to assist the CTO in conducting a regional human resources knowledge and skills audit for the tourism industry to achieve the following: 1) Identify the specific leadership and workforce competencies required to meet the current and future needs of the tourism sector. 2) Provide a detailed review of the critical competencies and resources necessary for the development of a sustainable, high-performing Caribbean tourism workforce.

CTO HUMAN RESOURCE KNOWLEDGE AND SKILLS AUDIT

The main objective of this consultancy is to conduct an assessment of the roots and tubers, cocoa and fresh fish value chains and linkages in the agro-food/fisheries (agricultural and agro-based) sector in the OECS and to identify the Region’s comparative advantage in the production and marketing of the identified commodities in both regional and international markets. This would form the basis for the development of appropriate regional and national support mechanisms (policies, investment proposals, programmes, etc.) to assist agro-based MSMEs in the region to expand the reach of the roots and tubers, cocoa and fresh fish value and products made from them.

PROJECT TO CONDUCT A VALUE CHAIN ANALYSIS IN SIX (6) OECS MEMBER STATES FOR THREE COMMODITIES (ROOTS AND TUBERS, COCOA AND FRESH FISH).

This project provided the Client with: A framework for the Harmonised Registration of Health Professionals (doctors, nurses, pharmacists, lab technicians and imaging technicians. The framework was meant to be a guide outlining the requirements, processes and procedures that will need to be implemented or adjusted in order to achieve a harmonized regime that facilitates easy and efficient registration (and licensing) of health professionals.

CONSULTANCY FOR ASSESSMENT OF REGISTRATION PROCESS AND REQUIREMENTS FOR SOFTWARE TO FACILITATE HARMONIZATION OF REGISTRATION OF HEALTH PROFESSIONALS IN THE OECS.

The objective of this consultancy was to promote the enhancement of relationships among schools, parents and selected communities. This consultancy will also assist the DOE in developing the framework for the establishment of a National Parent Teachers’ Association.

CONSULTANCY SERVICE IS TO ENHANCE THE CAPACITY OF PARENTS AND FACILITATE THE FORMATION OF A PARENT SUPPORT BODY TO IMPROVE THE HEALTH AND WELL-BEING OF FAMILIES AND THE LEARNING OUTCOMES OF CHILDREN WITH SEN USING A GENDER-RESPONSIVE APPROACH.

This project involved the use of extensive primary and secondary research to address the following six pillars:

ASSESSMENT OF DIGITAL TRADE AND E-COMMERCE READINESS AND ASSOCIATED CAPACITY BUILDING NEEDS IN SIX MEMBER STATES OF THE ORGANISATION OF EASTERN CARIBBEAN STATES (OECS)

This involved in-depth research in all of the livestock industries taking into consideration microeconomic, macroeconomic, international trade and social issues in order to develop a gap analysis to drive the Strategic Plan development process. The recommendations will be used to restructure the Governance, strategic planning, and operations in the Ministry.

CONSULTANCY TO DEVELOP A POLICY AND STRATEGIC PLAN FOR THE ST LUCIA LIVESTOCK INDUSTRY

NATIONAL QUALIFICATIONS FRAMEWORK (NQF) FOR TECHNICAL AND VOCATIONAL TRAINING FOR HAITI

The objective of this project was to develop a National Qualification Framework for Haiti, guided by the  CARICOM's Qualifications Framework (CQF) beginning with  the three (3) priority sectors of Tourism,  Construction and Water.  The process involved consultations with key stakeholders at all levels of the above mentioned sectors as well as the education sector

Consultancy to set out a detailed workplan to identify, prioritize and coordinate the financing of Support Measures to Article 164 Industries under Chapter 7 of the Revised Treaty oof Chaguaramas – funded by CDF. This involved liaising closely with the CDF management and officers from CARICOM Secretariat and the various Ministries of Trade in OECS Member States and providing implementable recommendations.

THE IMPROVEMENT OF SCHOOLS/COMMUNITY RELATIONS IN SELECTED SCHOOLS AND COMMUNITIES AND THE ESTABLISHMENT

This project was designed to establish the impact by these three (3) cultural/entertainment industries on the Jamaican Tourism industry and economy as a whole.
1) Carried out secondary research with respect to studies Conducted primary research using online survey instruments with practitioners in these three (3) cultural services industries. 2) Conducted Data Analysis. 3) Determined the economic impact of the industries using economic and financial approaches.

ECONOMIC IMPACT STUDY FOR JAMAICA’S FILM, ANIMATION AND MUSIC INDUSTRIES

The terms of reference required this consultancy to assess the current institutional capacity of the SALCC to develop, offer and deliver programmes, courses and services of relevance to market needs and the priorities of the public sector, while strategically advancing the institution to become an internationally accredited university college.
